Plight full circumstances compelled us to make you acquainted with the injustice and disparity suffered by CAPF personnel. Their entire shelf-life is dedicated safeguarding our nation’s border, gun battle with the militants, Maoists and other underground outfits.

Their olive green dress brings confidence to the civilian at the time of catastrophe. Politicians, ministers, institutions are guarded by them and also maintenance of law and order as well as conducting peaceful election throughouot the country at their shoulder.

To perform and maintain these services approximately 35000 personnel made the supreme sacrifice and numberless became disabled. Thosse who are on duty always equipped themselves 24 hours with arms and ammunitions.

Hazardous climatic condition is also a threat to their life. Under the pressure of these harsh circumstances, with a little hope for the survival, more than a lakh personnel have opted for voluntary retirement and have compromised with the menial life.

Even after sacrificing everything in the line of duty, they are governed by the rules of Central Civil Service. Are they civilians? Are they performing only 8 hours of duty in a day? Are they provided with employee union to uphold their needs?

Where is the platform for the lower tier personnel of these forces to speak up? Even before the inception of militancy and extremist activities, they were governed by CCS, but for prolonged time militants are equipped with modern weaponry and wily stratagem. They want to destroy our democracy, so they are attacking and slaughtering our first line of defense i.e., paramilitary personnel. Now war is incessant for the paramilitary forces. But alas! In the present scenario the newspapers and the news channels are depicting them as if they are the defense personnel. Most of the political leaders and general public of our country are actually in darkness or unaware of the fact, that according to the government rules, these forces are not considered as army but civilians.

So, on behalf of all the paramilitary forces, we request you humbly to elevate the question of our identity in the Parliament and to consider our demands as mentioned below-

  • One Rank One Pension.
  • Establishment of separate board for CAPF insted of CCS.
  • Ex-serviceman status.
  • CSD canteens instead of police canteen.
  • CGHS dispensary in every city.
  • CAPF Welfare board and grievance redresser cell in every state.
  • Restoration of old pension schemes.
  • Separate coach in every train for CAPF personnel.
